Why is my dog itching, losing hair, and has large flea-like bugs?

My dog is iching all the time.and has hair loss from base of tail to mid way of back.there are small flea looking bugs on the raw area at top of back.the look like fat large fleas .any idea what this is. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 5 years and 5 months old | 25 lbs
