Chihuahua paw pads swollen, white, peeling, but no pain. What's wrong?

Pet's info: Dog | Chihuahua | Male | neutered | 3 years and 4 months old | 7.4 lbs

Hi I noticed something similar a this a week ago on my 3 1/2 yr old chi but it not itching or hurting him at all, I've seen 3 vets and they are not sure what it is , all his pads are swollen some have gone white and are coming off on others , he also has the redness and very dry in between the pads , one did suggest a chemical burn , I have been putting aloe on it which he's fine with , I wish I could send a pic or two for u to look at . If the vets haven't already done cytology to test for bacteria or yeast this should be done, I would be concerned based on the location/appearance about a possible immune disease like lupus. A biopsy is often required for confirmation. If your regular vet isn't interested in doing more advanced testing like this I would request a referral to an internal medicine specialist.
