My diabetic dog's blood sugar is dangerously low. Is it an emergency?

Pet's info: Dog | Australian Shepherd | Female | spayed | 11 years and 11 months old | 63 lbs

11 yo dog. Diabetic for 5 yrs, well controlled with version. Developed seizures 6mos ago, not sugar related. Started phenobarb 3 weeks ago. Had limb weakness for 2 weeks, slowly getting her strength back, but seizures getting more frequent. Tonight blood sugar was 64 before her meal. 2 hrs after eating it was 46. Gave Karo syrup. 1 hr later sugar was 56. Gave more Karo. She has not had insulin since 8am. It is now 9:45 pm. Thoughts? She is awake, drinking, not seizing.

If her blood sugar is 56, she needs to be seen by a veterinarian tonight. She is wading in dangerous territory and should be put on IV dextrose to avoid going into hypoglycemic shock. I would not wait until morning to address this issue, as karo syrup, while helpful, will not help if there is another underlying problem.
