Why does my older cat keep licking my younger cat's head so much?

My older cat has been coming up to my younger cat randomly and grooming his head alot latelt, he lets her for a while but ultimately he swats her to stop sometimes she swats him befpre he can. Its becoming a pattern. Why is she trying to lick him so much? Pet's info: Cat | Mixed Breed | Female | spayed | 11 lbs

Make certain you don't see any signs of skin infection or ear mites or other physical issue going on, however, that would require veterinary attention.
