Why hasn't my dog shed his winter coat? He's hot. What can I do?

My dog hasnt shed his winter coat yet (it's mid June) and I was wondering if that is normal? We moved from the country to the city, and we live in a cool (temperature wise) apartment so I am wondering if that has something to do with it. He is really hot during our walks, and I'm not sure what to do. Thanks! Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 10 years and 9 months old | 54 lbs
