My dog has flaky ear skin. Why isn't Malaseb shampoo helping?

We rescued a dog last Monday (a Yorkie mix) from out next door neighbor. He's about a year old, and will be neutered this week. However, we've noticed in the past month or so, he's had flakey skin in his outer ear (the side without hair, leading into the ear canal.) What could this be? And I have bathed him 3 times since we got him, using Malesab dog shampoo on him, but it's not taking away the flakey skin in his ears. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 6 lbs
