My cockatiel is lethargic with a swollen nostril. Is it a URI?

Hello. Our cockatiel Paulie is very lethargic since last night. She has an swollen nostril and I noticed she keeps her beak partially oppened most of the time now, so I'm guessing it's a respiratory infection. She keeps closing her eyes and wobbling her head backwards. Problem is all the vets in the area are specialized on cats, dogs & farm animals. In the past I lost a guinea pig after tje vet prescribed antibiotics that in return caused GI stasis. Please help us! Thank you very much in advance

Paulie seems to be suffering from an upper respiratory infection indeed, in some cases it could also be related to lack of vitamin A (common in birds on seed diet), she will need an antibiotic course (baytril) and a vitamin injection, most regular vet should be able to prescribe that.
