This bunny was found on the side of the road but is obiously domestic, I'm now caring for him and he is ok but it looks like he had his fur plucked out. How can I help him grow his fur back

If the fur has been plucked out, it will grow back on it's own, you don't have to do anything special. if the loss of fur is due to a skin disease, it may not grow back, in that case you will need to take him to the vet to get the skin checked , especially for skin mites.
