My dog keeps scooting and is red. Is it anal glands or allergies?

Pet's info: Dog | Chihuahua | Female | spayed | 12 lbs

I took my 10yr, 12 lb. F chihuahua mix to the vet a couple months ago to get her anal glands expressed. She was scooting & swollen/red. They checked her and expressed and said she was fine. Maybe a week later she was still uncomfortable and scooting/licking/biting so I took her back. They expressed again and "groomed" the bottom part of her tail (??). They gave me this powder to put on her, Neo Pred F. It didn't help, and now several weeks later she is really uncomfortable and it looks wrose. :(

It appears from the pictures that hollys rectum is very red! It is possible she is having a recurring anal gland infection and needs oral antibiotics. Also she could be having allergies from the environment or fleas making her itchy. I recommend applying flea prevention and taking her back to a veterinarian. It might be time for a second opinion from a different veterinarian to be a little more aggressive with treatment plan.
