I took my dog for a walk while it was hot and tried to stop in the shade often and give him water. Even so, he began to cough up large amounts of thick saliva/ We brought him home, gave him water, sat him in front of a fan, and poured water over him to get him to cool down, but he hasn't stopped gagging for 2 hours. He'll seem fine and then ever 3-5 minutes will cough up another puddle of saliva. He still has an appetite as he is still begging for our food as usual, but I am still concerned.

These signs are very concerning for a heat injury. I recommend Joey go to the nearest open veterinary clinic as soon as possible as heat injury can lead to organ failure, bleeding and shock if not treated promptly.
