Why is my kitten licking his swollen genitals and not growing?

My mom found a few kittens a boy and a girl. We have kitten experience. There is a boy and a girl. The girl is doing okay with the kmr and so was the boy. The boy seems to be a preemie and he hasnt been growing. Weve had them for almost a month. The boy had an eye infection which has caused him to become blind. Now he has over come that. But He seems to have started to suck on his genital area. Now his genitals are a deep red and swollen. We dont have the money to take him to the vet. Whattodo

Unfortunately the best thing to do would be to take Willy to the vet to make sure there isn't an infection or irritation causing him to want to lick and chew at his genitals. You can use an Elizabethan (cone) collar to try and stop him and reduce irritation, but if the problem continues along with his failure to grow, an exam is needed.
