Why is my dog panting excessively and restless, even when resting?

Jazzy is,a cocker spaniel we had her since a pup as she is now 6 years old ..we noticed she pants alot .she does it when it's cold,hot, when she's not active and just laying around. It gets so aggressive to were she shakes the bed and she is restless please help me and give me some kind of clue.the vets want 350 for test and blood work.at this time I am I employed and struggling. Please. I love my jazzy and I need so kind of peace of mind. she still eats and drinks normally. Pet's info: Dog | Cocker Spaniel | Female | spayed
