Hello, where I live in Wisconsin rescues and shelters spay/neuter a dog as young as 2 weeks old, most of them 8 weeks. I dont believe in this, and I don't believe it is healthy for the animal. I've asked for some wiggle room saying will get my dog neutered when he is about 2 years old. But no one is willing to budge even though I have over 20 years worth of vet recommendations and dog owning experience. What should I do? I really want a pup... should I go to a breeder instead?

I can sympathize with your frustration! I agree that it is healthier for the dog, in general, to wait until a bit later in life to spay or neuter - but many shelters and rescue groups require it to be done earlier as a way of ensuring that the animal never has a chance to be accidentally bred. Unfortunately, shelters and rescue groups are private organizations that are free to make their own rules - apart from politely requesting an exemption and giving your reasons, there isn't much you can do. If you aren't able to find a group in your area that is flexible on this issue and are unwilling to take a puppy that is already spayed or neutered at 8 weeks, purchasing a pup from a responsible breeder would be a very reasonable alternative option.
