My outdoor cat has a bug-like object on a matted tuft. Is it bad?

My cat is an outdoor male cat. He hopped up on the window as usual today and I spotted this on his coat. There is a bug-like object on a vertical tuft of hair. Is this bad? I have never spotted something like it before. Thank you!

It is difficult to determine exactly what the bug-like object is. Possibly using clippers to remove the hair mat that is sticking up would help. That way, you could inspect the skin underneath to see if there is a problem. Since he goes outside, I recommend using a flea and tick prevention, like Revolution or Frontline.
