Why are red, bloody spots with black dots spreading on my dog's neck?

My dog has red spots some with black dots on , some are bloody, and the go around his neck , I only saw one yesterday but there are a lot more now . Do you know what this might be? Pet's info: Dog | Labrador Retriever | Male | neutered | 6 years and 9 months old | 66 lbs
