This sign could be compatible with an upper respiratory tract inflammation/infection or eventually to a chronic rhinitis (inflammatory, allergic, infective). A clinical examination at your local veterinarian is essential to confirm these clinical suspicions and treat appropriately. Antibiotics may be needed.
