I am not sure sure that is a rash necessarily. That sort of looks like blood beneath the skin, otherwise known as ecchymoses. If your cat is currently pretty stable, I don't think it absolutely needs to be this evening. However, if Scarlett could be actively bleeding elsewhere in the body there is the potential for an emergency visit being necessary. I would take a look at her gums and make sure they look pink and feel moist. Also make sure no blood seems to be appearing anywhere inside of the mouth. Hope this helps!
