Why won't my dog's penis retract after swimming in the pool?

I took my dog into the pool a couple hours ago for the first time, and now his penis won't retract back in. Do you think he was just overly nervous/excited about being in the pool? Will it go in? Pet's info: Dog | Mixed Breed | Male | neutered | 23 lbs

Hello This could be due to excitement. If it does not retract on its own the tissue can become very dry and infected. You should keep it moist with water and/or plain lube, keep your dog quiet and if it does not retract on its own within an hour take him to a veterinarian.
