Dog neck sore with hair loss: What helps it heal now he can't scratch?

Pet's info: Dog | Rottweiler | Male | unneutered | 9 months and 19 days old | 50 lbs

my dog has a sore on his neck that he keeps scratching which has lead to hair loss around the area. we have been cleaning with saline solution and applying a steroid cream and we have also now for a dog cone to stop him itching it. it isn't red but is there anything I can use on it to help healing now he can't scratch it? I'm not sure how he got it either. I think it may have started as a cut from play fighting with another dog.

The picture is not very clear, so i can't tell you what it may look like, the cone is a great idea but the steroid cream might not be, if it is an infection the steroid cream may cause the infection to get worse. i would recommend instead to apply an antiseptic cream on it.
