Is my dog's red third eyelid, runny nose, and hiccup breathing normal?

my dog's third eyelid is reddish but no excess tears or any strange secretions. he usually gets rhinorrhea when smelling new things like the plants in the garden.. he also has something wrong with respiration occurs once a week or 2 weeks he makes a sound like a hiccup two times then returns to normal breathing .. is that normal ? Pet's info: Dog | Mixed Breed | Male | unneutered | 9 months and 10 days old
