Why is my unneutered dog's yellow lump swollen and causing hair loss?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered

My dogs penis swelled up, and his balls never developed. Now, he has a large lump where his balls should be and it is yellow. He excessively licks, and his hair is falling out of that area. We want to take him to the vet, but it is so expensive. What does he have? He is only three years old. Please answer ASAP.

Oreo looks like he has developed a skin infection from the excessive licking. Please have him seen by a veterinarian to help treat the infection. You can also get a cone (e-collar) from the pet store to prevent further self trauma until you can get into the vet.
