Why is my senior Samoyed's leg weak and tail twitching? Arthritis?

I have a 12 year old Samoyed. I have noticed his right back leg starting to get weak. When I touch the leg, his tail starts to spasm. How can I tell if this is just arthritis or something more? Pet's info: Dog | Samoyed | Male | neutered | 53 lbs
