Now that our cats have been neutered and chipped, we are slowly introducing them to the outdoors. Pepper absolutely loves it, runs around in the garden and chase flies for hours. Yesterday however, I noticed that he kept panting, exactly like a dog would, on and off for maybe 5/10 seconds each time and then clothes his mouth. He's never done this inside, but he does snore a bit when falling asleep. Is this normal?

The panting outside is normal, cats tend to get overexcited sometimes, their body heats up a little too much and this is how they cool themselves. snoring is also something many cats do when sleeping, it's not considered to be a problem.
