A warm compress may promote drainage. Use an e-collar (cone) to prevent licking. Keep the area clean and dry. If it doesn't heal after rupture or if it spreads, have Muffin examined by your veterinarian.

This appears to be a pustule. These are little pus-filled bumps that occur due to a bacterial infection (pyoderma). Puppies commonly get this on their bellies and they usually go away with good cleaning. It's nothing to be overly concerned about, but it's good to observe it and watch for anymore of these. I recommend cleaning the belly with a medicated wipe or shampoo (can get this at the pet store) once a day until the bump(s) are gone. Be careful not to squeeze it or rub it, because this can make it worse. If it seems to get worse, then you'll want to take Bruce into the vet for an exam. Below is a link to an article with more information about pyoderma. https://vcahospitals.com/know-your-pet/pyoderma-in-dogs I hope that helps and all is well with Bruce.
