My new bird is sick: poop, beak growth, missing feathers. What to do?

I just got a bird from a teacher of mine who kept them in an aviary outdoors and obviously couldn't take care of them from the rapid reproduction. It has poop stuck all on its butt under its tail and its beak has some weird growth in it and it's missing a few feathers. It's very young can barely even walk. Pet's info: Bird | Unknown - Bird | Female

Poor Tango looks pretty ill. I would bring her to a vet ASAP for a complete exam and some treatment to get her feeling better. You may need to hand bathe and hand-feed her if she is still very young while she is being treated for any underling issues.
