My old dog pees inside, is weak, wheezes. Should I put her down?

I wanted to know if I should put my pet down because she's been urinating all over the carpet and she sleeps most of the day and she's 13 years old sometimes she falls slightly like her legs are weak and her eyes look droopy and when she breathes we can hear her wheezing. Pet's info: Dog | Mixed Breed Large (61lb +) | Female | 70 lbs
