Pet's info: Cat | Mixed Breed | Male | neutered | 20 lbs
My 8-10 year old male cat is having these strange attacks (for lack of a better word). When you touch (even very gently) his back from right below his shoulders to right around his rear legs, he has like these fits. He cries/meows loudly, his body and legs go very rigid, he usually falls over to the side and sometimes he urinates (I assume it is urine, it comes from around that area, maybe something else). This behavior is new.

Poor Chase! Falling over and urinating while going rigid often occurs as a result of a seizure. It is highly unusual that a seizure would have such a consistent and repeatable trigger, but not impossible. At this point, I recommend taking him to the vet for evaluation and diagnostic testing. He may need to be started on seizure-control medications. I hope that all goes well!
