Is a powerful electric fence safe for my small dog with a metal rod?

Pet's info: Dog | Miniature Pinscher | Male | neutered | 10 years and 4 months old | 20 lbs

We are getting a new electric fence box set for 60 mi. We have a miniature pinscher and I'm wondering if it would seriously injure him if he got into it, he got into the first fence that was set on 5 mi and he yelped but seemed fine. He is 10 and has a metal rod in his arm from when he broke it

It would depend on how "hot" the fence is. If it is a livestock fence, the charge may be considerable to a small dog. Contact the fence company and ask what settings would be safe for dog, yet effective for larger animals. As long as the fence was installed properly and is adequately grounded, the pin in Rowdy's leg should be of no concern.
