My dog has a slipped disc. Why can she feel but still can't walk?

Pet's info: Dog | Pug | Female | spayed | 13 years and 11 months old | 18 lbs

Hello my dog slipped on my kitchen floor this morning and now can't really walk or use her back legs, right was better then left earlier but now r pretty equal. My vet said it's a slipped disc and gave rimadyl and strict rest. She can wag her tail and feel deep pain and seems like she feels me petting her down her lumbar area and legs. Why can she feel her paws wag her tail but unable to walk but like 2 steps?

This is common to spinal injury. Coordinated movement requires full function of many nerves, the movement ones are closest to the edge of the spine and first to be affected. Superficial sensation, light pain and deep pain become reduced in that order. Attempts to walk and some sensation are good signs that function may return to near normal
