Why is my dog tongue smacking, congested, and her mouth feels dry?

Pet's info: Dog | Mixed Breed | Female | unspayed | 1 year and 5 months old | 25 lbs

My dog has tongue smacking problem like her mouth is dry, but her nose isn't dry, and she always sounds congested like she has something in her throat and in her nose also. Could it be the food? Just allergies? she eats abound dry food and sometimes I mix it with their wet food. She takes a bath once to twice a week, and we use the no itch burbees brand, could it be the shampoo? The flea medicine?

Your little dog could have an issue with the back of her throat, like chronic post-nasal drip, causing her to swallow over and over again and make that sound. Or her teeth could be causing issues, and dental disease is very common in small dogs of this age. She needs an exam by your veterinarian to identify what is causing this behavior and to figure out if there is a way to help fix it.
