My male dog's penis is out, he's tired, and has worms. What's wrong?

Pet's info: Dog | Dachshund | Male | unneutered | 8 months and 18 days old | 12 lbs

Adopted male dachshund 2 mos ago, abt 9 mos old, very activ & hlthy til now. Decreasd apptit last 2 days...uslly a chow-hound. More tired than usl & seems rlly hot aftr his usl running outside, chasing cats/birds, etc. Bc of flea prob. & dragging bum on floor last wk, got a vet appt sched 4 coming week, but 2night.... 1st noticed a worm undr & protrudg fr skin around anus & then saw his ENTIRE penis ext fr sheath, maybe testes 2 or inflamm.? But then pulled it in and took off again.

Arousal is not uncommon in young, entire males and is quite normal. He should receive a full flea and worm treatment and also have his anal glands checked during his vet visit and a full physical exam should be performed to rule out any medical causes for his reduced exercise tolerance
