My Golden Retriever's leg pain is worsening. What's next for arthritis?

My 9 year old golden retriever can't bear weight on his left rear leg. He has been on pain meds and anti-inflammatory for a week but ha gotten worse. Exam by vet showed no injury and she suggested it could be arthritis in his spine. What do we do next as the condition is getting worse? Pet's info: Dog | Golden Retriever | Male | neutered | 9 years old | 90 lbs
