Although a picture would help greatly to give you more specific answers, this presentation could be due to a trauma, severe allergy or a skin infection. The eye underneath must be examined as soon as possible to make sure there are no corneal injuries. Antibiotic eye drops are probably required (they will be effective on the eyelid as well). Please do not hesitate to contact us again on the forum or by requesting a consultation if you have any more questions or to discuss it any further.

He is probably suffering from a severe eye infection, you must take him to the vet today in order to get it treated as he will need prescription antibiotic eye drops several times a day until it resolves completely.
