Dog in labor all day, water broke, no puppies. Is it an emergency?

Hello my dog angel has been trying to have her pups all day she lost a water bag at 10am this morning and still not had pups she's just lying there panting trying to push every few minutes but she's only a small dog so I'm worried if there stuck as this as been going on all day. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed

Poor Angel! If she's been having contractions for several hours and has not produced any puppies yet, something is definitely wrong. The puppies may be too large to be born naturally, or one may be stuck in an awkward position in the birth canal. I would recommend taking her to the vet right away to be checked, as she may need an emergency c-section.
