Why is my German Shepherd crying, panting, clingy, with a mouth mark?

My German shepherd for the past could of days keeps crying and whining, of when she's not crying she is panting or breathing heavy. She does is all through the night and constantly want to be with somebody. What shall I do? I've also noticed a black mark at the back of her mouth? Please help. URGENT!! Clearly Willow is in pain. This sounds like an emergency and I would take her to a vet as soon as possible. There is no way to know exactly what is going on by what you're describing, but clearly she needs help.
