Why is my male dog's penis and scrotum swollen, licking, and scooting?

Pet's info: Dog | American Staffordshire Terrier | Male | 6 years old | 60 lbs

My 6 yr old male staffy has a very swollen penis and scrotum. 3 weeks ago my vet said it was bc my 10 month old pit was in heat. Female has been spayed for 17 days and its still swollen. He scoots and licks consistently and constantly. Any advice would be helpful. He is a great obediate dog. My spayed female as well as the male is being rotated for trips outside. Also she's no longer in heat as of last week. She just came home around the male last night. My parents kept my female 16 days.

Cenna definitely sounds very uncomfortable. I can't really be sure if this has anything to do with your other dog's heat cycle. I would be curious to know if your male's anal glands have been checked recently for how full they might be. This is the primary reason we see for dog's scooting. Sometimes they will lick at their scrotum as well as their anuses as it provides them with some much needed comfort, and sometimes will help to express the full anal sacs. It is also possible he could be having a prostate issue. You did not state whether or not your male is in tact or neutered, but if he is in tact this could also be a real possibility in terms of problems. Thirdly, a primary skin issue of the genitals could be occurring that may require antibiotics, antihistamines, steroids, etc depending on the nature of the issue. If you have some pictures of what is happening, I am sure we could all take a look and see if we could help you some more. Let us know if you require any further consultation regarding this issue.
