My budgie is making strange movements and rolling her head. What's wrong?

My budgie is acting strangely in a way that's concerning me. Every morning she exits her cage and flies around with lots of energy and noise. Today she stayed in her cage making strange movements. She was bending down and then very forcefully standing as tall as she could. She nearly threw herself off of the perch at one point. She did this for a few minutes, then climbed to the cage top and groomed herself, rolling her head in a weird way as she did. After that she's just been sleepy.
