Why is my anxious dog chewing her paws raw and getting ear infections?

She has been chewing at her paws until they are raw, some areas are missing hair. Not sure what it is, could be stress one of the other dogs that she lives with is dying... they aren't the best of friends but maybe its stress? She is overweight, and has had constant ear infections. This is my mothers dog and I am just going by what I am being told. She is also a very anxious dog.
