My dog growls, whines, and wags his tails when he sees other dogs. I never let him get too close to them because I don't know how he will act. Is this a sign of aggression? If so, how can it be helped? He is about three now, but I want to be able to take him for a walk without him freaking out.

Gus is definitely stimulated when he sees other dogs and exhibits these behaviors, but I'd have to see him to know if this is because he is aggressive or fearful. Your best bet is to find a great veterinary behaviorist for a one-on-one consult. If this is not an option for you, then you need to focus on getting him socialized as soon as possible so he can safely interact with other dogs.
