My Pomeranian is collapsing, panting, and drooling. What's wrong?

Pet's info: Dog | Pomeranian | Male | neutered | 6 lbs

My Pomeranian keeps running back and forth and then will lay down for a second, then start running again. He looks lost. He sometimes pants, other times it's like his mouth is stuck open. When he gets picked up he collapses like a rag doll in my hands. When his mouth is closed, a little bit of drool is there. I tried letting him outside, thinking maybe he needs to poop, but he just runs around and then lays down, etc. Eventually I made him lay with me in bed and he is now sleeping.

If Merlin is collapsing when you handle him, I am concerned that he could possibly have something serious going on like a heart condition. If this continues, you need a vet exam and potentially chest X-rays to figure out exactly what is going on.
