If your dog is licking the sores, that would prevent them from healing. Infection would also keep a sore from healing. Finally, a problem with the immune system or a medical illness can lead to a dog having unhealed sores. If your dog has sores that won't heal, I would have him seen by a vet to diagnose why so he can be treated to allow them to heal.
