My dog bites other dogs and pulls on leash. How can I train him?

Pet's info: Dog | Yorkshire Terrier | Male | unneutered | 5 years and 11 months old | 7 lbs

I cannot walk Prince outside without him trying to end another dogs life once he comes across them. I don't know how to change that behavior, I've tried pulling him away saying "no prince", "bad boy" because he has actually bitten a dog, and he also pulls while walking, he doesn't walk normal it's like he tries to drag me and rushing even tries to run. He was always like this even with his previous owner, I really want to change those behaviors, I would like to take him to dog parks. Help please

I strongly recommend enrolling in some solcialisation classes run by a certified trainer or behaviorist in order to improve his interactions with other dogs and his focus on your commands. This will take a lot of time and patience on your behalf given his is fully grown now, I would also consider neutering him as long as there is no fear/anxiety in his behaviors - ask the trainer to fully assess before you schedule this and consider a temporary castration implant initially which will reverse over 6months or so if necessary
