How to get a hair tie off my feisty bird's neck without getting bit?

Question

So thanks to my bird being stupidly curious he's gotten a hair tie around his neck. I did some extensive checking and its not tight or obstructing his airway at all its actually rather loose. I would still rather it come off though and I'm kind of at a loss of how to do this without losing a finger so some advice would be appreciated! He's a rainbow lorikeet btw and rather feisty so bite are a genuine concern. and no he won't let me just pull it off him. Pet's info: Bird | Unknown - Bird | Male | 0.3 lbs

See if you can get a pair of blunt scissors near enough to cut it. Otherwise, you'll have to catch him with a towel or blanket in order to get him still enough to remove it. Or, use a hook to lift it off his head. It is very dangerous to leave this item on his head so you are correct in wanting to remove it.
