My dog's behavior changed suddenly. What should I do about it?

Pet's info: Dog | German Shepherd | Male | unneutered | 1 year old | 78.8 lbs

My dog has been changed since yesterday morning as I went to feed him I found a puppy laying next to him HEADLESS!!!! the head had been chewed off it was my niebhors pup who had managed to climbed through my fence this may sound weird but I know my dog didn't kill that puppy there's another female dog who belongs to a private renter who killed so many puppies and was running loose at the time infact the day before my dog was playing with puppies at the park my neighbor is blaming him :(

Have Spring examined by your veterinarian. Sudden behavioral changes can be indicative of illness or injury. Abdominal x-rays may show bone or skull fragments (or not). This may convince your neighbor of your dog's innocence. You likely won't be able to change your neighbor's mind otherwise.
