You are not always able to actually feel or palpate puppies externally even on a large breed dog such as a Newfoundland regardless of how close the dog is to term. The best ways to verify pregnancy (and to determine the age of the puppies) are with x-rays or ultrasound. X-rays will allow the veterinarian to determine if there is any bone development yet. The ultrasound will allow doctor to determine if the fetuses have an active heart rate.

At seven weeks of pregnancy, this is the point at which you should start to be able to feel the puppies. I would have her seen by a vet. The vet can do x-rays and/or an ultrasound to confirm that she is pregnant, how far along she is, and how many puppies she is carrying.
