An insulin injection can really be given anywhere on the body - just pinch up the skin a bit, and insert the needle :) Most cat owners prefer to use the scruff of the neck because the skin there is easily accessible and not very sensitive, but you could also give the injection over one of his hips, one of his shoulder blades, or on the side of his body over the rib cage if you prefer.

Normally cats hardly feel the needle. Try picking up the skin approximately 1 1/2 to 2 inches to one side of the spine behind the shoulder blade and alternate sides every day. Get him settled in your lap first, pet him, make him comfortable, then pull up some skin and put the needle in parallel to the spine, ie not into the muscle but under the skin. If he still keeps jumping out of your lap, then put him on the couch and try it there. You will soon get the hang of it. If you have problems, have your vet or a vet tech show you again.
