Can lack of nesting material cause splayed legs in baby budgies?

Right now I have 3 baby budgies in our nest box. There are no wood shavings or any other nesting materials in it. I heard that this might lead to splayed legs. Is it true? My female budgie bites me if i go near her box. Please help ASAP. Thnaks.

It is possible for the chicks to get splay legs if the floor of the nest box is to smooth and they cannot grip it. Best shavings would be aspen shavings as they are non toxic. Cedar shavings are toxic and therefore a no-no. As you live in India you may not be able to get aspen shavings. Any non-toxic non-conifer shavings should be suitable.
