My new dog won't go outside after being scolded. How can I help?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 1 year and 1 month old | 24 lbs

I adopted a new dog a week ago today. He is just over a year old. The other day he was outside not on a leash and ran off after a cat. We got him back, but scolded him telling him that was bad, and now he won't go outside. We have to pick him up and carry him out and when he's out there he runs back to the door. He is messing in the house. What do I do?

Poor tucker, it sounds like he has severe anxiety issues, unfortunately scolding him when he came back seems to have triggered a real crisis for him. Calming supplements, thundershirts and pheromone products can all help as can bonding him with a more assured buddy dog for regular walks.
