Why is my dog's private area sometimes hard, but he acts normal?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 11 months and 30 days old | 53 lbs

Around his private area, where I assume the intestines are, sometimes it feels hard/rigid and other times it doesn't. He doesn't have a blockage, he acts normal, and poops normal. We thought it was just his muscles tensing up but would muscles also sometimes feel rigid? He doesn't mind being touched besides the look of "what are you doing". So I'm just wondering, could something else cause that? This is something that I've noticed since he was about six months old.

Muscles can be very rigid when tensed but without a full physical exam it is impossible to be certain. Given that the condition is intermittent and does not appear to be affecting his comfort or bowel habits it is unlikely to be anything too serious. Videoing the area and result of exam at home during these episodes may help your vet assess whether any further investigations are warranted
