My puppy bites during belly rubs. Is this normal? How do I stop it?

My puppy Penelope loves to get her belly rubbed, but when anyone in the house rubs her belly she tries to bite. Is that normal? If not how can I put a stop to it? P.s she runs to our feet and flips over is that a sign that she wants her belly rubs or is that something puppies just do? Pet's info: Dog | Chihuahua | Female | unspayed | 3 months and 28 days old
